Result-based Monitoring and Evaluation

Course Description:
This course intends to provide comprehensive foundation to participants in understanding Monitoring and Evaluation procedures that applies to not-for-profit, for-profit and government organizations of all sizes. The training shall offer an explanation of the conceptual and methodological building blocks as well as the instruments that represent application of the Result-Based Monitoring and Evaluation philosophy. It is intended to help establish organization-wide standards with regard to key aspects of results methodology and terminology.

The main purpose of the training is to provide a coherent framework for Monitoring and Evaluation based on learning and accountability in a decentralized environment of the country. Introducing a results-based approach to participants aims to improve management effectiveness and accountability by defining realistic expected results, monitoring progress toward the achievement of expected results, integrating lessons learned into management decisions and reporting on performance.

Objectives of the Training:

1. Describe the purposes, processes, norms, standards and guiding principles for monitoring and evaluation
2. Describe the essential elements of the planning and monitoring processes
3. Develop a robust results framework for projects and programmes, with clear indicators, baselines, and targets; and setting up an effective monitoring system
4. Develop an evaluation plan; managing, designing and conducting quality evaluations; and using evaluation for managing for development results, learning and accountability.

Learning Outcomes:

Focusing on the Project management areas of expertise, knowledge and process, the training is intended to help participants learn how to design and implement result-based monitoring and evaluation in their daily working lives hence, providing them with practical solutions to improve individual and organizational performance.

At the end of the course, every participant will be able to prepare M&E system in a professional manner. This will enable them to prepare a robust Result-based Monitoring & Evaluation system and apply it to their work process to improve organizational performance. participants shall learn to assess projects/programs and other interventions using well designed RM&E system and they shall be able to assist their management in assessment; participants shall be able to prepare M&E plan for apply tools in field level.

 Reporting of Monitoring and Evaluation Results
 The Tanzania Monitoring and Evaluation System and its procedures

Training Methodology Facilitators of the training shall apply different types of technique and a very interactive and participatory method to create an environment of effective learning. Mostly they will use “learning by doing” training methodology to support participants’ behaviour change through highly interactive training. Training methodologies that will be used by the facilitators shall include not limited to the following-

Project Managers, Project Appraisers, Project Planners, M&E officers, Contractors, Engineers, Architects, Entrepreneurs and other related professionals.

Course Fees:

The course fee of TZS 300,000 (for Tanzanians) and equivalent of US$ 200.00 (for foreigners) covers costs of facilitation, training materials (stationery and other consumables), venue, light refreshments and lunch during session.
