Weighbridge operations.

Tanzania has hundreds of weighbridges operating in various sectors across the country especially in manufacturing industries, for trade transactions, road safety and axle road control purposes etc. Given this good number of these weighbridges, many people have been employed to operate these instruments in various capacities such as Weighbridge Operators, Weighbridge Shift In charges, and Weighbridge Supervisors. In fact, weighbridges have become one of the major source of employment in the country. However, there is one big shortcoming - there is the lack of skilled human resources. This is due to the fact that, as of current the country does not have any specialized training in weighbridges and weighbridges operation and management. This problem has been the underlying factor for poor performance and corruption in many weighbridges stations.

In order to optimize performance in weighbridges, weighbridges personnel must have necessary skills. In fact, they must have a good understanding of technical, administrative, ethical and legal aspects of weighbridges operations. This short course is therefore intending to offer these necessary knowledge and skills to the current and the potential weighbridge personnel.

c. Good understanding of administration of weighbridges activities including measurements recording, charging of fees, penalties and report writing.
d. A good understanding of relevant legislations especially the Road Traffic Act and the Weights and Measures Act.
e. A good understanding of ethics generally and applied ethics in weighbridges in particular.

Bibliometrics and Scientometrics for librarians and researchers

Course Description:
Researchers and research administrators are under increased pressure and demands from university management and government review teams, respectively, to not only offer their research products widely through such platforms as open access repositories and social media but also provide evidence of the broader impact of their research. As a result, there are calls for increased active participation of libraries and librarians to (a) provide guidance to researchers on how to effectively use bibliometrics and scientometrics techniques to support researchers’ and universities’ claims on research productivity and impact; (b) provide quality support to enhance wider visibility and distribution of research products through such platforms as open access repositories and social media platforms; and (c) supply researchers, university administrators (including research administration offices), research funders and government with appropriate, meaningful and responsible metrics data for purposes of making informed decisions, including accountability of research investments.
This training course is intended for researchers, research managers and librarians seeking to understand and gain skills in the use of bibliometrics and related metrics (i.e. informetrics, scientometrics and altmetrics) in the evaluation of research or offer research support in institutions of higher learning.

Learning Outcomes:
The broad purpose of the training course is to capacitate researchers, research managers and academic librarians with bibliometrics and scientometrics or research evaluation skills and competencies as well as deep knowledge on the role of metrics in open science so as for researchers to justify their research perfromance, research managers to account for research investments and librarians to render support services to resarchers, students, research administrators, and the policy and decision makers at the respective universities. At the end of the program, participants will be able to:
•    Understand and apply basic publication benchmarking techniques such as publication counts and citation analysis in research evaluation and other contexts

•    Identify and interpret research or bibliometrics indicators such as citation-based statistics (e.g. h-index, g-index, i10-index, impact factor, eigenfactor, article influence score, cites per article, RG Score, patent scores) for assessing research impact
•    Compare and appreciate the strengths and limitations of different informetrics data sources such as Web of Science citation indexes, Scopus, Google Scholar, African Citation Index, PubMed and social media academic platforms such as Mendeley, CiteULike, ImpactStory, ResearchGate, and so on
•    Develop independent methods to retrieve data that analyzes and/or quantifies scientific outputs other than publications as well as describing societal impact of research
•    Validate, value, and visualize the results of evaluation of societal impact in order to make meaning of research outputs to universities and society
•    Appreciate the role of social media and other open access platforms in improving online visibility of publications and hence their research impact
